In search of the perfect public health model: traditions and innovations in medicine of the Germans of the lower Volga regions

The problem of the search of the optimal socially oriented model of public health is urgent in the world, because the social principles often conflict with market mechanisms, which dominate in the developed economies. The article presents historical data on medical culture of Germans – Herrnhuters, who lived in XVIII–XIX cc. on the territory of the Lower Volga Region near Tsaritsyn (Volgograd). They succeeded in creating of the original system of the public health, which can be represented as the prototype of completely perfect socially oriented and prime for its time model. The authors paid special attention to the principles, which are at the basis of the maintenance of public health, since these principles reflect and summarize of the many centuries cultural experience not only of the small local association of Herrnhuters, but also the whole European civilization. The authors come to the conclusion that the community of Germans – Herrnhuters embodied the best principles of the Soviet system of public health long before the beginning of the XX century, among which: the unity of science and public health, affordable and available aid to entire population, active prevention and active participation of population in the formation of a healthy lifestyle.
